President Biden announced his withdrawal from the November 2024 presidential election in a statement on Sunday. The Democratic presidential nominee endorsed his Vice President, Kamala Harris in his stead to lead the ticket. President Paul Kagame of Rwanda has won 99.15 percent of the votes from the country’s presidential election to secure a fourth term in office. Rwanda’s electoral body said only about 79 percent of ballots have been counted. Authorities said 9.5 million Rwandans registered to vote. The country has a population of 14 million. Kagame, 64, is qualified to continue in office till 2034 after a constitutional amendment in 2015 changed a two-term limit. Only two challengers were allowed to run against him. Kagame’s opponents: Frank Habineza of the Democratic Green Party of Rwanda and independent candidate Philippe Mpayimana, received less than one percent each in the provisional results. Monday’s historic 6-3 ruling doesn’t answer the question of what is an official or unofficial act. Instead, the court kicks the question back to the lower courts to figure out precisely how to apply the decision to Trump’s case. Nigeria's Poverty reduced by 7% -- World Bank discloses    The World Bank has estimated that improved access to internet coverage over three years led to a seven per cent reduction in extreme poverty in Nigeria and Tanzania. This was disclosed in a new brief titled, “Digital transformation drives development in Africa,” noting that the exposure has also led to an increase of 8 per cent in labour force participation and wage employment.  The Malian military government has said that it has signed an agreement with President Vladimir Putin-led Russian government to build a gold refinery in Mali capital, Bamako. The agreement is one of deals between the two countries as Russia seeks to extend its regional influence. Reuters reports that Malian minister, Alousséni Sanou, said in an interview on state television broadcast that the accord, which is a non-binding memorandum of understanding, involves building a 200-tonnes-per-year refinery. The minister reportedly said that the memorandum will be valid for four years, but he did not give a timeline for construction, but noted that if built, it would be the West African country's largest gold refinery.  Israel's president denies it is striking Gaza's Al-Shifa hospital  Israeli President Isaac Herzog has denied that Israel is striking Gaza's largest hospital. Reports from staff at Al-Shifa suggest the facility, sheltering thousands of Palestinians, has run out of electricity. But Mr Herzog said "everything is operating" at the hospital. Speaking to the BBC's Laura Kuenssberg he also said a copy of Adolf Hitler's Mein Kampf was found on the body of a Hamas fighter in northern Gaza. Mr Herzog said a copy translated into Arabic was found "just a few days ago" in a children's room that had been "turned into a military operation base of Hamas".
